You're talking about the processed stuff which doesn't actually qualify as cheese (like Hershey's doesn't actually make chocolate). There are regional and local cheese makers that make actual cheese (not for export) that starts to approach the quality of cheese in Europe (though the no-raw-milk restriction will always prevent them from getting there).
These regional and local cheeses are actually "food" as opposed to product. The illegal FDA imposition, if they were to stick to it, would kill the real-food cheese makers dead.

Even so, this is a case of sufficiently advanced incompetence being indistinguishable from malice.
